The Bets Parliamentary Inquiry Commission (CPIBETS) meets next Tuesday (10), at 11am, to hear from Régis Dudena, secretary of Prizes and Bets at the Ministry of Treasury. He will be asked about the government’s measures to control and monitor the betting market.

Dudena already participated, in September, in the Parliamentary Commission of Inquiry into the Manipulation of Games and Sports Betting (CPIMJAE). Then, on that occasion, he explained actions to contain possible irregularities in the sector and in national sport.

But this time, it meets the request of Senator Izalci Lucas (PL-DF), who seeks to clarify regulatory policies and combat illegal practices such as money laundering and manipulation of results.

Senators seek transparency and fight against illegality

Senator Izalci Lucas argues that the testimony is essential to understand possible gaps in supervision. “CPIBETS needs to understand current regulatory policies, control mechanisms and whether there are flaws that allow illicit practices”, he states.

But the commission’s rapporteur, senator Soraya Thronicke (Podemos-MS), goes further, she reinforces the urgency of the debate on the illegal exploitation of online betting. She considers that games, although promoted as entertainment, fuel criminal schemes and cause profound social harm.

“These games provoke crimes such as money laundering, criminal association, and illegal activity. Furthermore, they harm families and lead gamblers to addiction”, declares Soraya.

CPIBETS will vote on applications before hearing Régis Dudena

Before hearing Dudena, CPIBETS will vote on a series of requests. Among them, the creation of an institutional channel for complaints and the summoning of businesspeople and experts to give testimonies stands out.

Below are the requirements presented by Soraya Thronicke:

  1. REQ 185. Summons the president of COAF and representatives of the company GSA Empreendimentos e Participações Ltda., linked to singer Gusttavo Lima, for analysis of Financial Intelligence Reports (RIFs).
  2. REQ 255. Proposal to create a channel for receiving complaints.
  3. REQ 257. Summoning Jorge Barbosa Dias, owner of MarjoSports, for testimony.
  4. REQ 258. Request for RIFs from Jorge Barbosa Dias.
  5. REQ 259. Invitation to the Minister of Finance, Fernando Haddad, to detail administrative processes regarding authorizations for sports betting companies.

Requests presented by Izalci Lucas:

  1. REQ 251, Invitation to Beatriz Salles Melges, director of BetConstruct, to give a statement.
  2. REQ 252. Request to the São Paulo Civil Police for an investigation into money laundering in a contract between Corinthians and Vai de Bet.
  3. REQ 253. Invitation to delegate Tiago Fernando Correia to clarify investigations into online betting.

CPIBETS aims to point out paths towards a more rigid and secure system. Therefore, the expectation is that the discussions will help to curb illicit practices and establish the basis for effective regulation.

Thus, Regis Dudena‘s testimony will be decisive in clarifying the government’s efforts to monitor the sector. Furthermore, it could directly influence the direction of legislation on sports betting in Brazil.
