The Minister of the Institutional Relations Secretariat, Alexandre Padilha (PT), informed last Monday (07) that the government is still analyzing the need to enact infra-legal measures for the sports betting market.

According to Padilha, the so-called “bets” are the subject being evaluated at Palácio do Planalto at the moment.

Recently, this topic was discussed at a meeting, where President Luiz Inácio Lula da Silva and other ministers addressed the risk of debt among Bolsa Família beneficiaries. They considered the possibility of restricting vulnerable groups’ access to betting, with practical measures to protect this part of the population.

After the meeting, the executive secretary of the Ministry of Treasury, Dario Durigan, declared that there will be no blocking of the Bolsa Família card for betting at this time. The government, however, will review the situation and intends to block around 2,000 betting site addresses that are not on the published positive list.

Padilha says that the priority is the vote on the LDO and the LOA

Padilha highlighted that a priority for the government is to define the calendar for voting on the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA). These laws are essential for financial planning and the execution of public policies.

“The fourth point [discussed at the coordination meeting] is the resumption of the work of the Mixed Budget Committee. The expectation is that we can discuss a calendar for both the LDO and the LOA this week”, stated Padilha.

The regulation of sports betting and online gaming presents itself as a delicate issue. Because the government needs to strike a balance between protecting citizens and allowing a regulated and responsible market. The Brazilian regulated market will come into force on January 1, 2025.
