The Secretary of Prizes and Bets at the Ministry of Treasury, Régis Dudena, defended the distinction between legal and irregular players. “It is important to clarify that the regulated sector has specific rules for the operation of bookmakers”, stated the secretary.
“These specific rules for the regulated sector come into force on January 1st. But this does not mean that the law that applied in the country no longer applies to this sector”, he added.
After the approval of the rules in December 2023 and a series of ordinances in recent months, market legislation will come into force and operations will be monitored by the federal government on January 1, 2025.
Dudena explained that money laundering continues to be a crime. Therefore, the bodies responsible for combating this type of crime are acting and will continue to act intensively.
Another restriction concerns the Child and Adolescent Statute (ECA), which already prohibits the participation of minors in betting activities. “This was prohibited. It remains prohibited. It will continue to be prohibited”, said Régis Dudena.
In addition, fraudulent activities that violate the Consumer Protection Code are also prohibited.

Secretary Régis Dudena also stated that authorities must control and punish criminals, in accordance with the law, to protect the economy.
“Regulation is essential to separate who these criminal groups are from who are the groups that want to provide a betting service. These first ones need to be restrained, they need to be punished according to the law”, he stressed,
“The seconds need to be regulated and need to provide this service with attention to the bettor and with protection of the economy”, added the secretary.
Thus, to date, the Betting Management System (SIGAP) has received 113 requests from companies that intend to operate in the regulated market, with operations scheduled to begin on January 1, 2025.
