Bill 2060/24 proposes the creation of the Humanitarian Lottery, an innovative initiative made up of special competitions administered by Caixa Econômica Federal.

The objective of this lottery is to collect and allocate resources directly to municipalities that are in a state of public calamity, especially after natural disasters.

Distribution of resources, criteria and competitions

Funds raised through these special contests will be distributed as follows:

  • 30% will be allocated to the gross premium,
  • 68% will be divided proportionally between the affected municipalities, based on the affected population,
  • 2% will go towards remunerating lottery operators who participate in the operation.

In order for municipalities to receive resources, special competitions will be subject to the severity criteria of the public calamity.

These criteria, which the National Secretariat for Civil Protection and Defense will establish, are essential. Furthermore, the Executive Branch will define the regulations and operational details of the future law.

Exclusive application of Humanitarian Lottery resources

Caixa Econômica Federal will transfer the amounts collected directly to the affected municipalities. Furthermore, municipalities must apply these resources exclusively to emergency assistance to the population affected by natural disasters.

Cities will have up to 120 days after receiving the money to account for the use of resources.

“The measure will allow a quick response to the communities and people affected, in addition to facilitating the recovery and reconstruction process,” highlights deputy Cobalchini (MDB-SC), who presented the project together with five other parliamentarians.

Next steps in the project process

The bill is being processed conclusively and several committees of the Chamber of Deputies will analyze it, including those on National Integration and Regional Development, Finance and Taxation, and Constitution and Justice and Citizenship. Furthermore, for the bill to become law, the Senate will need to approve it.

With this initiative, it is expected that communities affected by natural disasters can receive help more quickly and effectively, ensuring a more efficient recovery and reconstruction of devastated areas.
