The Minister of Finance, Fernando Haddad, publicly defended the bill that allows the opening of casinos and bingos in Brazil, as well as legalizing Jogo do Bicho and other forms of gambling.

The support came after a meeting with the rapporteur of the text at the Constitution and Justice Commission (CCJ), senator Irajá (PSD).

“All OECD (Organization for Economic Cooperation and Development) countries, practically, almost all G20 countries and, looking across the globe, almost all countries, more than 90%, have regulated”, stated the minister in a video released by the parliamentarian on social media.

“As long as it is well disciplined, well done, moralized, with the supervision of the Brazilian State and protection for citizens, it is something that can generate employment and income in our country”, he added.

Haddad highlighted that the ministry team proposed some changes to the text. “We made some suggestions to improve. These are editorial amendments to improve the text that will help a lot to discipline this in Brazil”, he pointed out.

“An area of ​​business expansion within strict rules to protect society”, he added.

In the publication’s caption, Senator Irajá wrote: “It was a very productive dialogue and Minister Haddad was in favor and confident in the project’s potential. Together, we will work to transform Brazilian tourism into a global power, generating jobs, income and economic growth.

I thank the minister for his suggestions to improve the project and ensure well-structured and safe regulation for our country.”

According to the article, the operation of games in the national territory will need to respect a series of requirements. The list includes minimum amounts of company capital and proof of the legal origin of the resources.

To be entitled to a license, the interested group must prove a minimum capital of R$10 million for bingo, R$100 million for casinos and R$10 million for Jogo do Bicho.

Also according to the bill, the Ministry of Finance will be responsible for determining licensing, inspection and authorization procedures. In addition, the Federal Government may also create a regulatory agency.

The activity can only be explored by companies based and managed in the country, as well as restricted to people over 18 years of age.

Senator Irajá tries to put the project to a vote before the recess

Therefore, Senator Irajá is trying to speed up the project’s processing. In a meeting with Rodrigo Pacheco (PSD-MG), president of the Senate, Irajá hopes to put the text to a vote in the Plenary before July 18th, when the legislative recess begins.

“I trust President Pacheco’s common sense so that we can vote before the recess. We need to close this issue of the casino PL to move on to another agenda, which is the regulation of the measure”, stated Irajá.
