The Ministry of Finance published this Wednesday (29) Ordinance No. 874. It reorganizes some positions in its internal structure, receiving and transferring employees. Thus, two advisors who worked at the Prizes and Betting Secretariat (SPA) went to the office of secretary Régis Dudena.
One of them, who was responsible for monitoring responsible gambling, is now part of the Undersecretariat for Monitoring and Inspection.
Employees relocated by the Ministry of Finance
The Minister of Finance, Fernando Haddad, is responsible for signing Ordinance MF No. 874 published in the Official Gazette of the Union. Thus, the ordinance aims to optimize the performance of professionals in the department.
The change brings three new advisors to the office of the Secretary of Prizes and Bets, Régis Dudena:
- Two assistants
- A technical assistant
But a third technical assistant, previously in the General Coordination of Responsible Gaming Monitoring, is now part of the Undersecretariat for Monitoring and Inspection.
Created at the beginning of this year by decree of the federal government, the Secretariat of Prizes and Bets has the mission of organizing the sports betting sector in Brazil. The structure of the secretariat is made up of three sub-secretariats:
- Authorization Subsecretariat
- Undersecretariat for Monitoring and Inspection
- Undersecretary of Sanctioning Action
The entire operational process of sports betting is the responsibility of the SPA. In other words, from the application of penalties to operators who do not comply with established standards, to requesting a license to inspection, is under your control.
Régis Dudena, lawyer and specialist in public and regulatory law, has been in charge of SPA since April 22nd.

Reallocates Executive Commissioned Functions – FCE and Executive Commissioned Positions – CCE, within the scope of the Ministry of Finance.
THE MINISTER OF STATE OF FINANCE, in the use of the powers conferred on him by items I and IV of the sole paragraph of art. 87 of the Constitution, and in view of the provisions of section VI of art. 4th of Decree No. 11,907, of January 30, 2024, and in arts. 13 and 14 of Decree No. 10,829, of October 5, 2021, resolves:
Art. 1 The following Executive Commissioned Positions – CCE are relocated within the scope of the Prizes and Bets Secretariat:
I – two Executive Commissioned Positions – CCE 2.07, Assistant, from the Prizes and Betting Secretariat to the Prizes and Betting Secretariat Office;
II – an Executive Commissioned Position – CCE 2.05, of Technical Assistant, of the General Coordination of Regulation for the Office of the Prizes and Betting Secretariat; It is
III – an Executive Commissioned Position – CCE 2.05, Technical Assistant, from the General Coordination of Responsible Gaming Monitoring to the Subsecretariat for Monitoring and Inspection of the Prizes and Betting Secretariat.
Art. 2 The following CCE and Executive Commissioned Functions – FCE are relocated within the scope of the Undersecretariat for Management, Information Technology and Budget:
I – an Executive Commissioned Function – FCE 2.10, of Technical Advisor, of the Undersecretariat of Management, Information Technology and Budget, for the General Coordination of Budget, Finance and Accounting; It is
II – an Executive Commissioned Position – CCE 1.05, of Head of Administrative Support Service of the Undersecretariat of Management, Information Technology and Budget, for the Coordination of Management of Physical Spaces, in the General Coordination of Logistics Resources.
Art. 3 The following CCE and FCE are relocated and their categories and names changed within the scope of the Subsecretariat for Management, Information Technology and Budget:
I – an Executive Commissioned Function – FCE 1.07, from Head of the Compliance and Functional Monitoring Division of the Orientation, Movement and Functional Monitoring Coordination of the General Coordination of People Management, to an Executive Commissioned Function – FCE 2.07, of Assistant, in General Coordination of People Management; It is
II – an Executive Commissioned Position – CCE 2.07, of Assistant, of the General Coordination of People Management, for an Executive Commissioned Position – CCE 1.07, of Head of Division of Compliance and Functional Monitoring of the Coordination of Orientation, Movement and Functional Monitoring of General Coordination of People Management.
Art. 4 The category and name of the following CCE and FCE within the Office of the Secretariat for International Affairs are changed:
I – from two Executive Commissioned Functions – FCE 4.07, Specialized Technical Advisor, to two Executive Commissioned Functions – FCE 3.07, Project Head II;
II – from an Executive Commissioned Position – CCE 3.07, of Project Head II, to an Executive Commissioned Position – CCE 1.07, of Division Head; It is
III – from an Executive Commissioned Position – CCE 2.05, of Technical Assistant, to an Executive Commissioned Position – CCE 3.05, of Project Head I.
Art. 5 The changes resulting from this Ordinance:
I – will be reflected in future proposals to amend the decree that approves the Regimental Structure and the Demonstrative Table of Commission Positions and Trust Functions of the Ministry of Finance; It is
II – will be registered in the computerized system of the Federal Government’s Institutional Organization and Innovation System (SIORG) until the business day before the date of entry into force of this Ordinance.
Art. 6 This ordinance comes into force in seven working days from the date of its publication.
