The publication of SPA/MF Personnel Ordinance No. 588, dated April 11, 2024, in the Official Gazette of the Union, brought the official recognition of the company eCOGRA Limited as a certifying entity for betting systems.
Additionally, the company has been approved to support live gaming studios and online games for fixed-odd betting lottery operators.
Issued by the Ministry of Finance, through the Secretariat of Prizes and Bets, this ordinance establishes strict criteria for legal qualification, tax and labor regularity.
In addition to requiring demonstration of suitability and technical qualifications by the certifying company, as detailed in the terms of the document.

SPA/MF PERSONNEL ORDINANCE No. 588, OF APRIL 11, 2024
THE SECRETARY OF PRIZES AND BETS SUBSTITUTES THE MINISTRY OF FINANCE, in the use of the powers conferred on it by art. 55, item I, item “d”, of Annex I of Decree No. 11,907, of January 30, 2024, considering the provisions of item I of art. 4th of Ordinance MF-SPA/MF nº 300, of February 24, 2024, resolves:
Art. 1 Recognize the operational capacity of the company eCOGRA Limited as a certifying entity for betting systems, live gaming studios and online games to be used by fixed-odd betting lottery operators.
Single paragraph. The recognition referred to in the caput will be valid for a period of three years, as long as the conditions of legal qualification, fiscal and labor regularity, suitability and technical qualification demonstrated in the files of SEI Process No. 14022.023078/2024-34 are maintained, according to the SEI Technical Note nº 890/2024/MF, pursuant to art. 17 of Ordinance MF-SPA/MF nº 300, of February 24, 2024.
Art. 2 This Ordinance comes into force on the date of its publication.

The Prizes and Betting Secretariat (SPA), a body linked to the Ministry of Finance, is responsible for a variety of tasks related to the regulation and supervision of prize distribution activities.
