The vote on the regulation of fixed-odd sports betting in Brazil, the so-called ‘bets‘, is scheduled to take place this Tuesday, 12th, in the Senate. The Ministry of Finance wants to propose automatic authorization for bookmakers that comply with the rules.
According to Andréia Sadi’s blog, on G1, the department has already registered the interest of 134 companies in operating in the Brazilian market. According to the bill, the grant valid for 5 years should be around R$30 million.
However, there is an agreement in the Chamber of Deputies for this authorization to be discretionary. That is, even if they comply with all the rules, Minister Fernando Haddad could deny the license.
The fear if this type of discretionary authorization is approved is that a ‘counter’ will be established to allow bookmakers to operate.
While the interest of the Ministry of Finance is to have conditional authorization. In other words, companies that meet all defined requirements will receive the green light.
Still according to journalist Andréia Sadi, some of the main companies in the industry have already signaled that if discretionary authorization is defined, which would be at the Ministry of Sports, those with headquarters abroad would not come.
Estimates
The Ministry of Finance’s estimate, according to projections from companies in the sector, is to raise around 12 billion reais per year.
However, the calculation for next year is much more modest. The project is one of the priorities of the federal government, which estimates that it will raise R$1.6 billion in 2024 through betting.
Parliamentarians believe in approval of betting regulation
“It will be approved,” said Senator Jorge Kajuru about the project that will be debated in the Senate Plenary.
“The government wins, the opposition riots, but the government wins. I was one of the authors of the final report, alongside senator Angelo Coronel (PSD-BA), where we made the importance of approving this project very clear.”
“So I think there will be approval, without any problems”, added the senator.
The project’s rapporteur, senator Angelo Coronel (PSD-BA), also believes that they will be able to overcome criticism from the opposition.
“Even with obstruction, we will take the vote. What I keep thinking most is that there are fellow senators who are against this regulation.”
“I always say: we are not inventing gambling. The gambling already exists freely, clandestinely. We will regulate it”, he concluded.
