PM for sports betting Mixed Commission will be created to discuss regulation

The National Congress has until September 22nd to consider the sports betting PM (PM 1.182/2023), published in the Union Official Gazette (DOU) on July 25th.

The MP’s rapporteur will be Senator Jorge Kajuru, who will also preside over a joint commission to be created to deal with the issue in parallel.

The sports betting PM will be evaluated by the commission before being sent to the plenary of the Houses.

According to the Federal Government, the expectation is to raise up to R$ 2 billion in 2024, an amount that can reach up to R$ 12 billion in other years.

Bookmakers will need to pay 18% tax on revenue, minus winnings.

While bettors must pay 30% Income Tax on prizes worth more than BRL 2,112. Under 18s are prohibited from placing bets.

At the beginning of the week, the period for parliamentarians to send amendments to the PM that defines new regulations for the sector ended.

In seven days, the sports betting PM receives 244 amendments, a sign that the debates in the commission will be crucial to evaluate the text.

“Because I was the first senator to file a bill for the regularization and taxation of these houses and the discussion on manipulation of results, it was defined that I will be the rapporteur in the Senate”, said Kajuru.

“From next week, we will start this discussion about the bookmaker that has been going on for seven months”, he added.

Senator compared the sports betting MP with his project

The senator compared the text of the MP with his bill, considering it ‘a little inferior’.

The reason would be the question of the PM detailing not only issues related to taxation, as well as the manipulation of results.

“Actually, we are going to change. It remains to discuss the question of bookmakers better and not just be concerned about settling because there are more serious things involved: The manipulation of football results has everything to do with bookmakers”.

“They bankrollers paying players to dig penalties and red cards on purpose. The PM fails in this sense and, therefore, we need to improve”, added the senator.

It is worth noting that the legalization of sports betting took place in December 2018 while still under the government of Michel Temer.

Converted into Law 13,756, of 2018, the norm established a period of two years (extendable for another two years) for the sector to be regulated, which had not yet occurred.
