Provisional Measure 1182/23, popularly known as the sports betting PM, received numerous amendments from deputies and senators.
Most of them seek to change the distribution of sports betting money. The deadline for submitting amendments has ended.
Now they must be analyzed by a joint commission before being voted on in the plenary sessions of the Chamber of Deputies and the Senate.
According to the MP for sports betting, the amount collected from the games will deduct the prize and the income tax on the prize.
The remainder will be distributed to betting companies (82%) and to:
- Social security contribution (10%);
- Basic education (0.82%);
- National Public Security Fund (2.55%);
- Ministry of Sports (3%); It is
- Clubs and athletes associated with betting (1.63%).
Know some amendments to the provisional measure
One of the amendments, presented by Deputy Alex Manente (Cidadania-SP), allocates 0.25% of the 3% allocated to the Ministry of Sports to fund the Bolsa-Atleta.
For Manente, the program is essential to encourage high sports performance and democratize sport.
“Since its creation, in 2005, the program has contributed significantly to boost the careers of talented athletes, allowing them to dedicate themselves exclusively to training and competitions”, stated the deputy.
Deputy Pedro Aihara (Patriota-MG) wants to increase the percentage allocated to the Ministry of Sport (5%).
The difference would come from betting companies (which would keep 80%) and would be destined exclusively for actions to combat violence, racism and homophobia in sporting events.
An amendment by Deputy Julio Cesar Ribeiro (Republicanos-DF) reduces the amount allocated to betting companies to 81% and allocates 1% to state and Federal District sports departments. “
The work of the secretariats is growing, and has been a support for sports projects and public policies for the sector, in addition to being the executor of the states”, defends the parliamentarian.
Deputy Túlio Gadêlha (Rede-PE) also suggests reducing the percentage of companies (80.5%), but to allocate a part (1.5%) to the National Culture Fund.
“Culture and art are fundamental to preserving the identity of a people, promoting cultural diversity, stimulating creativity and individual expression”, said Gadêlha, emphasizing that stimulating culture is a responsibility of the State.
Deputy Ricardo Ayres (Republicanos-TO) wants to reduce the money that goes to betting companies (78%), but suggests that the difference be allocated to the Student Financing Fund (2%) and the University for All Program (2% ).
Deputy Carol Dartora (PT-PR) proposes that companies keep 81.5% and includes the Ministry of Racial Equality among those benefiting from the sharing (0.5%).
