The special adviser to the Ministry of Finance, José Francisco Manssur, said today that the regulation of sports betting in Brazil has the potential to generate revenues of R$ 3 to 6 billion for the government by 2024.
In April, Minister Haddad had mentioned in an interview that the Federal Revenue forecasts a collection of between R$ 12 billion and R$ 15 billion. However, Manssur explained that this is a long-term estimate, considering the potential of the regulated market over the years.
“We have an expectation that 2024 will raise between 3 and 6 billion reais. And growing over time and we will reach in a few years the number that the minister put”, said Manssur.
For the collection to materialize, it is necessary for the government to present the regulation of sports betting. According to Manssur, the proposal should be presented by the Ministry of Finance before the recess of the National Congress, in July.
The provisional measure will be signed by the ministries of Finance, Planning and Budget, Management and Innovation, Health, Tourism and Sports. It will be valid for up to 180 days and will need to be approved by Congress before it loses its effect as a law.
According to the government, the regulation of sports betting aims to provide more confidence and security to bettors, through the transparency of the rules and the strengthening of supervision.
The creation of an agency to oversee the Brazilian sports betting market
In addition to processing the provisional measure, the government will also send a bill related to “integrity in sport” to Congress. This project aims to establish the creation of a National Agency responsible for overseeing the sports betting market in Brazil.
This agency will have the task of guaranteeing the integrity of sports competitions and preventing the manipulation of results, promoting transparency and fairness in the sports betting sector in the country.
“The Ministry of Sport is working on a draft bill that will address betting, integrity in sport broadly. Not only related to betting, but also other topics that are important for the Ministry of Sports and that Minister Ana [Moser] already understands that an agency needs to be created”, concluded Manssur.
