The plan for the regulation of sports betting in Brazil

Putting into practice something published during the transition period, the government of Luiz Inácio Lula da Silva should publish, in the coming weeks, a provisional measure (MP) with rules for regulating sports betting in Brazil, a segment that has grown rapidly since that the operation was legalized in the national territory in 2018.

One of the factors of the plan, in addition to the requirement that bookmakers have their headquarters in the country and comply with the laws in force, is the payment of taxes and a fee, around 30 million reais.

The plan is part of the initiative led by the Minister of Finance, Fernando Haddad, to increase public revenues. In a recent interview with GloboNews, Haddad declared that the government aims to collect up to R$ 15 billion from taxation in the sector, but experts claim that the amount could be less.

Currently, sports betting companies sponsor 19 of the 20 clubs that compete in Serie A of the Brazilian Championship, in addition to federations, competitions and leagues, especially in football, and move a few billion reais every year.

CBF and clubs want to participate in debates on the regulation of sports betting

As a result, the teams and the Brazilian Football Confederation (CBF) are asking to be part of the articulations and debates on the regulation of sports betting in Brazil. According to O Globo, some sports leaders are afraid of a reduction in their revenues from the launch of the MP.

In this Tuesday’s episode of the Ao Ponto podcast, reporter Athos Moura, from the Sports section, explained some of the points that should be included in the government’s provisional measure, and why a request made by the CBF provoked criticism from all sides.

This is because the entity has shown interest in increasing its share of the profits generated by betting. As established by Law 13,756/18, Brazilian sports entities that allow the use of their brands by bookmakers are entitled to receive 1.63% of the net revenue generated by the companies. However, CBF is claiming to receive 4% of gross revenue.

In addition, the Globo columnist, Rodrigo Capelo, also explained how bookmakers were able to grow overwhelmingly in the country, and how the regulation of sports betting can influence the practice of sports and even inhibit irregularities, such as the manipulation of results. .
