The Chief Minister of the Civil House, Ciro Nogueira, can be decisive for the legalization of games in Brazil. Closely linked to President Jair Bolsonaro, Nogueira emerges as an essential name for the approval of the agenda. Appointed as one of the main projects to be evaluated by the Chamber of Deputies at the beginning of the year, the text has generated concern for the president.

Although most ministers are in favor of releasing the gaming industry, taking into account the possibilities of investments and opening of new jobs in casinos and entertainment centers, the evangelical bench is still opposed to the issue.

“The president publicly says he is against it, but I believe he will not intervene in the parliament’s decision. The environment is favorable, now with Minister Ciro Nogueira aligned with the presidency. He [Nogueira] has already shown interest in favor of legalization. It may be that in an internal order with the president he will get approval,” said a source consulted by Veja.

The division of opinions in relation to the project to legalize gambling in Brazil is not new. On April 22, 2020, at a ministerial meeting that had the video released by order of the Federal Supreme Court (STF), a discussion took place when the topic was addressed.

After the Minister of Economy, Paulo Guedes, defended that the legalization of gamblling could boost national tourism, the Minister of Family, Women and Human Rights, Damares Alves, countered: “This is a pact with the Devil”, she said.

Guedes, however, replied: “that does not disturb anyone”. “The president talks about freedom. Let everyone fuck themselves the way they want. Especially if the guy is older, vaccinated and a billionaire. Let the guy fuck himself, man.”

Project to release the games can be voted on next week in the Chamber

Bill 442/1991 has Deputy Felipe Carreras (PSB-PE) as rapporteur and can be voted on in the Chamber of Deputies next week. According to the deputy, there is a lot of hypocrisy in the opposing arguments. The Regulatory Framework for Gambling could generate 700,000 direct jobs in the short term.

“It is clear that the country needs investments, which not only attract players, but international fairs that take place in these integrated resorts, which are already born with convention centers, shopping malls, something that attracts tourists. Today, Brazil is out of this script”, said Carreras.

“The approval of this theme will serve to place Brazil in the hall of the great countries that have licenses for the games. If you look at the G20, only two countries do not have these activities regulated: Indonesia and Brazil. Even Saudi Arabia has already authorized it. There is something wrong in Brazil”, he concluded.
