CAE aprova destinação de recursos das loterias para e-Sports

Last Tuesday (13), Bill 6,118/2023 was approved by the Senate’s Economic Affairs Committee (CAE).

The proposal allocates part of the lottery proceeds to promote electronic sports, known as eSports. Senator Izalci Lucas (PL-DF) is the author of the project, which will now be analyzed by the Sports Commission (CEsp).

How will the allocation of lottery resources to eSports work?

Thus, the bill aims to include the Brazilian Confederation of Games and eSports (CBGE) among the entities that receive resources from lotteries. Thus, the proposal amends Law 9,615/1998 and Law 13,756/2018, increasing the percentage allocated to sport from 4.36% to 4.40%.

Therefore, CBGE will exclusively receive the 0.04% increase, aiming to strengthen eSports in Brazil.

Current legislation already directs lottery resources to several sports entities, such as the Brazilian Olympic Committee, which receives 1.73%, and the Brazilian Paralympic Committee, with 0.96%. Now, with electronic sports included among the beneficiaries, the expectation is that this modality will gain an important boost for its growth.

Senator Izalci Lucas highlighted the relevance of electronic sports and mentioned that countries such as France and South Korea have already regulated the sport. He emphasized the equality of the sport, where men and women compete on equal terms.

According to the senator, “eSports are an interesting emerging sporting modality, bringing together men and women side by side or even facing each other as opponents.”

The impact of the resource and supervision

Senator Rodrigo Cunha (Podemos-AL) highlighted that the global eSports market generated around US$1 billion in 2021 and reached 230 million people. He argued that allocating resources to this segment respects the principle of constitutional equality, avoiding discrimination.

Thus, the project determines that the Federal Audit Court (TCU) monitors the use of resources for electronic sports, ensuring their application in development and maintenance programs.

Therefore, the approval of PL 6.118/2023, which uses money from lotteries, represents an important advance for eSports in Brazil. This will increase opportunities for the emergence of new athletes and consolidate the country on the global stage.
