Bill (PL) 2,234/2022, which proposes the legalization of casinos and bingos in Brazil, has the potential to transform the country into the third largest global gaming market, according to the Federation of Hotels, Restaurants and Bars of the State of São Paulo. Paulo (FHORESP).

The legislation still awaits a vote in the Federal Senate plenary and presidential sanction.

Fhoresp estimates that more than R$382 billion will be invested in the sector, significantly boosting tourism. Recently, the proposal was approved by the Senate Constitution and Justice Committee (CCJ) (14 in favor and 12 against).

Statements and companies interested in the gaming market in Brazil

Even before approval, 56 foreign companies have already visited Brazil to explore investment opportunities, as reported by FHORESP. Since 1991, the project has been approved by the Chamber of Deputies in 2022 and is now being processed in the Senate.

The executive director of FHORESP, Edson Pinto, celebrated the result of the CCJ vote as a positive sign in support of economic growth through games.

“The score shows that the Senate is in favor of bringing new investments to Brazil, which has everything it needs to become a competitive destination in the gaming sector, generating jobs and income, including for bars and the hotel and gastronomic sectors”.

Bruno Omori, director of Hospitality and Games at the entity, emphasized that the planned investment of R$382 billion will occur over the course of one year after the PL is sanctioned.

“Other than that, 12% of what is collected in taxes will be invested even more in Tourism”, assesses Omori.

Types of casinos

As for the types of casinos, Omori explained that Brazil will adopt three models: casinos integrated into resorts, smaller tourist casinos and bingos in cities with more than 150 thousand inhabitants. These initiatives aim to diversify tourism and attract national and international visitors.

The first of these will be the casino integrated into the resort. This model is inspired by those already existing in Las Vegas (USA), Singapore and Macau. In addition, each one has 4,000 slot machines and 600 green cloth tables. And they also offer tourists a thousand apartments for accommodation.

“In proportion, the state of São Paulo could have up to three casinos in this format, because it is home to more than 40 million inhabitants. Rio de Janeiro and Minas Gerais will have two units each, as they cover more than 20 million residents. In the other states, it will be an establishment of its kind, each”, calculates the director of Hospitality and Games at FHORESP.

Next up will be the tourist casino in a smaller format, similar to those in Punta del Leste (Uruguay) and Monaco. A house of this model operates with 60 to 100 tables and has 400 to 1 thousand machines.

Therefore, the location will need to respect a distance of 100 kilometers from a casino integrated into the resort. Finally, bingos will be able to operate legally in cities with more than 150,000 residents.
