The Constitution and Justice Committee (CCJ) of the Legislative Assembly of Santa Catarina unanimously approved, this Tuesday (13), the project that creates the certification of charity bingos held by philanthropic entities.
The proposal, authored by deputy Antídio Lunelli (MDB), received a favorable opinion from deputy Dr. Vicente Caropreso (PSDB), who took the place of the committee’s head, deputy Volnei Weber (MDB), at the meeting.
Dr. Vicente highlighted the importance of the initiative as a way to end the legal uncertainty that impacts communities that promote bingo with the aim of offering leisure, socializing and raising funds to maintain their activities or support social causes.
“Today we took an important step in defending charity bingo held by philanthropic entities,” said the deputy.
“The project provides security for groups of senior citizens, pastoral groups, neighborhood associations and many other organizations that use bingo as a way to support their activities and help those most in need. It is something that is widely recognized and accepted by society,” he added.
During the meeting, Dr. Vicente also reinforced the presence of councilors and representatives of social entities from the municipality of Corupá. They came to Alesc to follow the vote and express support for the proposal.
“It is very important to see local leaders mobilized for this cause. This reinforces the legitimacy and urgency of guaranteeing legal security for these initiatives that do so much good for communities,” he emphasized.
According to the text, the social certification of the promoting entity will be carried out with the Civil Police of the municipality where the charity event is held.
Processing of the project regarding charity bingo
The state representative also highlighted the contradiction currently experienced in Brazil. While the Federal Government regulated online gaming and sports betting in January of this year, community initiatives face barriers.
“Local communities are prevented from holding a simple bingo game at a church party or a senior citizens’ gathering. It’s time to put an end to this hypocrisy,” he said.
However, the text still needs to be processed by other committees before being voted on in plenary. For Dr. Vicente, regulating charity bingo is to recognize and value the entities that promote solidarity and social well-being throughout the state.
“Charity bingo is about unity, leisure, mutual aid, and a social cause. Therefore, this proposal has my full support,” he concluded.
