The City Hall of Vitória da Conquista, Bahia, will submit a bill to the City Council establishing LotoConquista. The proposal calls for the creation of a municipal lottery to generate its own revenue, strengthening the local budget.
The resources obtained will be applied in essential areas such as health, education, sports, culture and social assistance, always with transparency and security in their allocation.
Project objective and reference model
The bill’s text was drafted following federal legislation and positive experiences already adopted in other cities. São Paulo and Curitiba, for example, implemented municipal lotteries and began to benefit from new revenues that fund social and structural programs.
Thus, Vitória da Conquista seeks to replicate a model that has proven efficient in other urban settings, ensuring credibility and greater legal security.
The proposal establishes that LotoConquista revenue will have clear priorities. Prize payments and income tax collection on the prizes will come first.
The remaining funds will then be used for collective interest initiatives. Furthermore, rigorous oversight mechanisms will monitor each stage, ensuring transparency and the proper use of public funds.
Management, supervision and expected impacts
According to the bill, the Municipal Secretariat of Finance and Budget Execution (Sefin) will be responsible for regulating, implementing, and monitoring the lottery. The goal is to ensure efficient and reliable administration that increases revenue without compromising the system’s integrity.
Mayor Sheila Lemos emphasized the expected impact. Sheila Lemos: “This is a modern initiative, already a reality in other large cities, and has yielded significant results for the economy. In Vitória da Conquista, the new source of revenue will expand investment capacity in areas essential to the well-being of the population.”
With the implementation of LotoConquista, the municipal administration intends to diversify revenue, strengthen the local economy and increase investments in priority public policies.
