The Brazilian Government begins, next Monday (29), the 1st National Technical Meeting on Combating the Manipulation of Sports Results. The event will take place in the auditorium of the Ministry of Sports (MEsp), located in Block A of the Esplanada dos Ministérios, in Brasília.
The initiative is the result of the Working Group (GT) created by Interministerial Ordinance MESP/MF/MJSP No. 1/2025. This group brings together the Ministry of Treasury (MF), the Ministry of Justice and Public Security (MJSP), the Federal Police (PF) and the Ministry of Sports (MEsp), in addition to technical support from the United Nations Office on Drugs and Crime (Unodoc).
The aim is to combat the manipulation of sports results and reinforce the credibility of competitions.
Cooperation between agencies and strengthening sports integrity
From September 29th to October 1st, the meeting will seek to consolidate mechanisms to combat illegal betting fraud. In this way, it aims to create a space for dialogue between institutions responsible for formulating, regulating, monitoring, investigating, and suppressing illegal practices.
According to Law No. 14,790/2023, the initiative will define operational workflows, cooperation protocols, and regulatory instruments to increase effectiveness against match-fixing. Thus, the initiative strengthens sports integrity and standardizes national measures.
New tools and manual release
The event will bring together Civil and Federal Police officers from all states and the Federal District, as well as managers, experts, and public safety representatives. One of the highlights will be the launch of the first version of the Digital Civic Platform, developed by the Faculty of Science and Technology in Engineering (FCTE) at the University of Brasília (UnB).
The resource will include anonymous reporting, real-time monitoring, interactive data dashboards, artificial intelligence, and educational materials. Additionally, the WG will launch the Manual for Combating the Manipulation of Sports Results, which establishes guidelines for preventive and repressive action.
Police training and institutional legacy
The training of state Civil Police and the Federal Police will play a central role in the event. Delegates from all states and the Federal District will participate in workshops, training sessions, and technical discussions focused on investigating and suppressing sports fraud. The activities will cover intelligence techniques, data cross-referencing, and the use of advanced technologies to track suspicious bets.
This training aims to unify procedures, encourage interstate cooperation, and improve law enforcement response. Consequently, the process of investigating irregularities will become more agile, increasing the effectiveness of investigations.
With this initiative, the Federal Government advances the development of the National Policy to Combat the Manipulation of Sports Results. The country therefore reaffirms its commitment to the integrity of competitions and the protection of national sports.
Furthermore, the meeting will bring together content that will serve as a basis for training public officials and establishing best practices to be applied throughout Brazil.
